The "blame it on the Khmer Rouge" angle is rarely if ever used anymore. What is more common is to apportion blame to foreign powers for interfering in Cambodia's affairs. This is usually directed at the West/ US rather than Vietnam or China. The bombing in support of the Khmer Republic and embargo in the 1980s are often brought up.

Generally agree, JB
except maybe to say that many Cambodians still deeply resent the Vietnamese liberation/incursion.

I know my wife does - but then, she is "old people" KR and her Dad was murdered by the vietnamese in 1980 (not when fighting)

nb, "Old people" because their region fell under KR control in the early days, certainly not from her peasant family's ideology.
They were treated very poorly too, my wife separated from her parents for much of the latter part of KR rule.

Lukashenko: Belarus seeks to expand cooperation with Cambodia
MINSK, 9 November (BelTA) – Belarus President Aleksandr Lukashenko has extended greetings to King Norodom Sihamoni of Cambodia as the country celebrates Independence Day, BelTA learned from the press service of the Belarusian leader.

According to the head of state, Cambodia's social and economic successes contribute to the strengthening of the country's image in the Southeast Asian region.

“I hope that in the near future we will be able to overcome all the temporary difficulties related to the pandemic and find new ways to expand Belarus-Cambodia cooperation in politics, trade and economy, culture, humanitarian and other areas,” the message of greetings reads.

Aleksandr Lukashenko wished strong health and inexhaustible energy to Norodom Sihamoni and peace and wellbeing to the people of Cambodia.

Cambodia, Germany Development Cooperation 2021 Discussed
AKP Phnom Penh, May 07, 2021 --

Cambodia and the Federal Republic of Germany yesterday held a 2021 development cooperation discussion at the Council for the Development of Cambodia (CDC) here in Phnom Penh.

The Cambodian side was led by H.E. Chhieng Yanara, Minister Attached to the Prime Minister and Secretary General of Cambodian Rehabilitation and Development Board of the Council for the Development of Cambodia (CRDB/CDC), while the German counterpart was headed by H.E. Norbert Barthle, Parliamentary State Secretary to the Federal Ministry of Economic Cooperation and Development (BMZ).

According to a CDC’s press release, the discussion touched upon the progress of bilateral cooperation and the new partnership commitments for 2021.

The two sides agreed on three cooperation priorities: peaceful and inclusive societies, training and sustainable growth for decent jobs, and responsibility for planet-climate and energy.

All are well-aligned with the national priorities of the Royal Government of Cambodia (RGC) and the BMZ 2030 Agenda, underlined the release.

For 2021, Germany has committed about EUR53 million or US$63 million in grants to support Cambodia’s poverty reduction and livelihood improvement efforts for 2021-2022.

In response to the global health pandemic, the German government has funded EUR14.3 million or US$ 17 million to support Cambodia’s COVID-19 response as of March 2021.

The two sides also spoke highly of the progress of democratic process and the rule of law in Cambodia and the progress in bilateral development cooperation.

Cambodia, U.S. Discuss Bilateral Cooperation

Samdech Akka Moha Sena Padei Techo HE, Prime Minister of the Kingdom of Cambodia, held talks here this afternoon at the Peace Palace with visiting U.S. Deputy Secretary of State H.E. Ms. Wendy R. Sherman.

According to H.E. Eang Sophalleth, the Premier's Assistant, H.E. Ms. Wendy R. Sherman expressed her satisfaction with the bilateral cooperation between the two countries in various domains, especially in searching for the remains of American soldiers and anti-terrorism as well as humanitarian cooperation such as the authorisation of the docking at Sihanoukville Autonomous Port of Westerdam cruise ship which was turned away by many countries amid COVID-19 fears.

The U.S. deputy secretary of state also mentioned about the opportunities of bilateral cooperation in debt resolution, oil and gas sector, and U.S. investment on water, infrastructure, green energy, and so on.

In reply, Samdech Techo HE thanked the U.S. for its contribution to the peace building and development of Cambodia.

Regarding the debts Cambodia owed to the U.S., the Cambodian Prime Minister asked the U.S. side to consider resolving the issue on bilateral basis, including turning 70 percent of the debts into development assistance for the fields of education, culture, mine and UXO clearance.

Furthermore, Samdech Techo HE demanded the reconsideration of the cooperation on deportation of Cambodian-American convicts to Cambodia.

H.E. Ms. Wendy R. Sherman pledged to bring the Premier's requests to her government for consideration.
U.S. Deputy Secretary of State Wendy R. Sherman arrived in Cambodia this afternoon, as part of her 11-day visit to a number of countries.

Sweden bids farewell in Cambodia

Swedish Ambassador to Cambodia Bjorn Haggmark and Cambodia’s Minister of Labour and Vocational Training Ith Sam Heng discussed during a farewell junction on 22 June goals achieved between the two nations both at national and international levels.

Reporting on the meeting, The Phnom Penh Post writes that both the Ambassador and the Minister pointed out their appreciation of the good cooperation between the two nations on all levels but especially the labor sector and technical and vocational training.

Despite the Swedish government’s decision to close its embassy in Phnom Penh and transfer its diplomatic representation in Cambodia to the Swedish Embassy in Bangkok, Sweden and Cambodia will continue to achieve goals laid out in the Goal Deal initiative regarding the improvement of working conditions and rights as well as strengthening law enforcement on minimum wage.

Cambodia, Russia Pledge to Boost Military Cooperation

Cambodia and Russia have pledged to further boost cooperation in all sectors, especially in the field of military after the COVID-19 crisis.
The commitment was made in a recent farewell meeting here between Cambodian Deputy Prime Minister and Minister of National Defence, Samdech Pichey Sena Tea Banh, and outgoing military, air and naval attaché of the Embassy of Russia in Phnom Penh Mr. Ivan STADCHENKO, and his successor Mr. Vily KUCHSHEV.

Samdech Tea Banh briefed the Russian side on the advanced cooperation in all areas, particularly in human resource development and mutual learning visits of armed and marine forces and peacekeepers between the two countries' Ministries of National Defence before the outbreak of COVID-19.
The deputy prime minister expected that through the outgoing and new military attaché, the two ministries will further strengthen the signed cooperation MoUs in the fields of peacekeeping, training, visit exchange, disaster management, information exchange and beyond when the crisis of COVID-19 eases.

Cambodia And Bangladesh Ties: Possibilities Of Economic Cooperation – OpEd

Friendly historical relations between Bangladesh and Cambodia were established in 1973 through the late King Sihanouk of Cambodia and Bangabandhu Sheikh Mujibur Rahman of Bangladesh. Formal diplomatic relations between the two countries were established in 1993. Over the past three decades, relations between the two countries have deepened and both countries have been cooperating with each other in bilateral and multilateral arrangements.

Bangladeshi medicines, agricultural products garments, footwear and leather goods, knitwear, pharmaceuticals, tableware, home textiles, textiles, seafood and marine products, tea, potatoes, jute and jute products, light engineering products, spices, cosmetics and ceramics, Toilets, etc. can be exported easily to Cambodia through Myanmar and Thailand. On the other hands. Cambodia mainly exports cotton, edible oil, fertilizer, cleaner, staple fiber, yarn, etc. to Bangladesh.

Trade, agriculture and culture. There is a huge potential for boosting trade between the two countries. There are opportunities for greater cooperation in education and culture, and for the promotion of tourism centered on the Ganges-Mekong valley.

According to Bangladeshi Media outlets, Bangladesh and Cambodia cooperate in various sectors. In 2014, the two countries signed an agreement to establish a joint commission to explore new areas of cooperation and strengthen the existing cooperation in various sectors.

Bilateral trade between Bangladesh and Cambodia was only $5.57 million in 2016, of which Bangladesh’s export was $5 million and import was $0.57 million. Cambodia’s exports to Bangladesh have seen a steady increase in the past five years except 2016.
