Cambodia and Thailand - Visit by Olivier Becht (24-27 January 2023)

Olivier Becht, Minister Delegate for Foreign Trade, Economic Attractiveness and French Nationals Abroad, attached to the Minister for Europe and Foreign Affairs, will visit Cambodia and Thailand from January 24 to 27. This visit reflects France’s increased involvement in ASEAN, illustrated in 2022 by President Macron’s attendance at the G20 Bali summit and the APEC summit in Bangkok. This region is vital to France’s Indo-Pacific strategy, and ASEAN is the EU’s third-largest trading partner.

In Cambodia, where Mr. Becht will be accompanied by a business delegation headed by MEDEF International and Business France, he will work to step up economic cooperation between our two countries. He will meet with the Cambodian prime minister, trade minister and deputy prime minister.

Phnom Penh: The Head of Cambodian Diplomacy, Deputy Prime Minister Prak Sokhon, and the Ambassador of Kuwait to Cambodia, Muhammad Saeed Shafi Al-Hajri, reaffirmed their commitment to further boost ties between the two countries.
The statement was made by the Kuwaiti Ambassador during a courtesy call on Deputy Prime Minister Prak Sokhon on February 7, 2023 at the Ministry.

Cambodian PM Concludes His Official Visit in Laos
AKP Phnom Penh, February 14, 2023 --

The high-level delegation of the Royal Government of Cambodia led by Prime Minister Samdech Akka Moha Sena Padei Techo HE returned home after successfully concluding their two-day official visit to Vientiane, Laos.

Both sides noted with satisfaction that the two-way trade between Cambodia and Laos has gained positive momentum from US$160 million in 2021 to US$210 million in 2022. Samdech Techo encouraged the two sides to expedite the negotiation on the Agreement on the Avoidance of Double Taxation –DTA and to organise business partner matching events, exhibitions and seminars to provide more opportunities for trade and investment exchanges to further boost bilateral trade, investment and economic activities between the two countries.

On education cooperation, the two Prime Ministers encouraged both sides to continue to exchange intellectuals, researchers, published research works, and share knowledge and research between the Royal Academy of Cambodia and the Lao Academy of Social Sciences. They urged the two sides to expedite the completion of the joint research on "Cambodia-Laos relations: historical, cultural and people-to-people relations along the borders of the two countries" and the preparation of the Lao-Khmer and Khmer-Lao dictionary.

On security and defence, both sides agreed to strengthen cooperation in fighting against transnational crimes through sharing of information in a timely manner between the authorities at the border areas. Samdech Techo stressed the importance of the Joint Exercise on Search and Rescue along the border of the two countries.

On border affairs, both sides welcomed the progress made by the Joint Boundary Commission (JBC) of Cambodia and Laos which have achieved approximately 86 percent of the common land boundary with a total of 121 border pillars.

Cambodia, Malaysia Determined to Enhance Cooperation in All Sectors

Cambodia and Malaysia have spoken highly of their bilateral relations and been highly committed to further promoting their cooperation in all domains.

The two countries’ Prime Ministers met in Phnom Penh this morning to discuss cooperation in the areas of trade, investment, education, tourism, energy, people-to-people connectivity and beyond.

Both sides agreed to continue the visit exchange at all levels to strengthen their friendship, increase mutual trust, and increase the scope of cooperation, Samdech Akka Moha Sena Padei Techo HE, Prime Minister of the Kingdom of Cambodia told a joint press conference after the bilateral meeting.

For trade and investment, he pointed out, the two countries expressed their satisfaction with the growing bilateral trade exchange which reached US$620 million in 2022, up 24 percent from US$500 million in 2021. Cambodia suggested the increase of order of goods which complement each other and encouraged more Malaysian investors to invest in Cambodia.

Regarding the tourism sector, Samdech Techo HE said he urged for the effective implementation of the Memorandum of Understanding on Tourism Cooperation and sought Malaysia’s support for Muslim tourism development through training and technical assistance.

Samdech Techo Prime Minister asked Malaysia to support the construction of submarine power cable crossing Malaysian sea, under the Cambodia-Singapore green energy trade, and to consider establishing a memorandum of understanding between the National Police of Cambodia and the Royal Malaysia Police on combating cross-border crimes.

Egypt and Cambodia sign 3 MoUs in first official visit to Cairo by Cambodian deputy PM

Egypt's Minister of Foreign Affairs, Sameh Shoukry, signed three memorandums of understanding (MoUs) with Cambodia’s Deputy Prime Minister and Foreign and International Cooperation Minister Prak Sokhonn on Thursday during his first official visit to Egypt.

“The agreements aim to enhance Egyptian-Cambodian cooperation in the fields of antiquities, museums and heritage,” said Spokesperson for the Foreign Ministry Ahmed Abu Zeid.

“Shoukry welcomed his guest, expressing appreciation for his eagerness to visit Egypt to discuss means of boosting bilateral relations,” Abu Zeid added.

He also praised Cambodia’s selection of Egypt to house its only embassy in Africa.
"Egypt was among the first African nations to establish diplomatic relations with Cambodia in 1953,” Shoukry noted.

Cambodia to Establish its Embassy in Brazil

Cambodia has decided to establish an embassy in Brasilia, the Federative Republic of Brazil, stated a sub-decree AKP received this afternoon.

The new embassy will be led by a Head of Mission with the rank of Ambassador Extraordinary and Plenipotentiary, said the sub-decree signed recently by Prime Minister Samdech Akka Moha Sena Padei Techo HE.

Other diplomats, technical officers and service staff will be determined based on specific needs, the source added.

According to the Ministry of Foreign Affairs and International Cooperation, Cambodia currently has more than 30 embassies and many consulates around the world.

Cambodia and Poland Look Forward to Deepening Bilateral Cooperation

Cambodia and Poland yesterday held the 2nd Session of their Political Consultations to deepen their bilateral cooperation, according to a press release of the Ministry of Foreign Affairs and International Cooperation AKP received this afternoon.

The meeting was co-chaired by H.E. Chem Widhya, Secretary of State at the Ministry of Foreign Affairs and International Cooperation of the Kingdom and Poland counterpart H.E. Wojciech Gerwel, and both sides noted with pleasure the traditional excellent bonds of friendship and close cooperation, which happily exist between the two countries.

They will encourage relevant authorities to work together, establishing conducive legal instruments and holding investment and business forums in either countries to encourage the active participation by the private sector. Both sides also exchanged views on a number of regional and global issues of common interest and concern.

At the end of the consultations, the two heads of Delegations signed an agreement between the Kingdom of Cambodia and the Republic of Poland on Visa Exemption for the Holders of Diplomatic Passports.

Cambodia, UAE to Sign CEPA This Afternoon

The Kingdom of Cambodia and the United Arab Emirates (UAE) are going to sign their Comprehensive Economic Partnership Agreement (CEPA) in Phnom Penh this afternoon.

At the get-together with some 18,000 workers and employees in Kampong Chhnang province this morning, Prime Minister Samdech Akka Moha Sena Padei Techo HE said he will witness the signing ceremony at the Peace Palace, after he received the courtesy visit from H.E. Thani bin Ahmed Al Zeyoudi, Minister of State for Foreign Trade of UAE.

Despite its small population, UAE is a key distribution hub, underlined the Cambodian Premier, adding that UAE investors can invest in Cambodia and export processed goods to other countries.

According to the Cambodian Ministry of Commerce, CEPA will contribute to strengthening the bilateral relations through opening market channels more widely, and to providing more opportunities for investment for mutual benefits as well as to deepening cooperation in other economic activities.

CEPA covers trade in goods, rules of origin, customs procedures and trade facilitation, sanitary and phytosanitary measures, trade barriers, trade in services, digital trade, intellectual property, economic and trade cooperation, SMEs, dispute resolution mechanisms, and so on.
