Not sure what's more ridiculous, $1 speeding tickets or the fact that people argue the price is too steep.
In Sihanoukville, for some time now, they have been impounding vehicles when the drivers (mostly Chinese nationals) have no license. However, I suspect they just pay a fine at the station to get the car back and carry on driving.
As for this promised crackdown, they say the fine for not producing a valid license will be $100 for a car and $200 for a truck. We'll see. If they stop all the truck drivers, they should rake in a load of dough.
(Best case scenario is that when stopped by police the truck drivers will run away, the owners will have to pay big bucks to get the truck back, and they will then stop hiring kids and meth-heads with no license to drive their trucks with no brakes. The roads would be a safer place. Dreams are free. Its more likely that a small fee will be paid to police as per usual and the truck goes on its merry way. )
