Perhaps safe, but will it be enjoyable? I suspect the initial thrill would be like a too short honeymoon followed by an insufferably long marriage. Do more research.

Safe so long as you dont swim in the open cesspit called the seas which is now flooded with excrement form 10,0000 overpirced hotel rooms and no sewage plant worthy of the name.
safe if you do not go outside to be run over by a drunk chinese gambler or shot as collateral damage in a triad turf war.
i can think of worse places to live but none of them on this continent
