Phnom Penh, Cambodia News: The Phnom Penh Administration has officially confirmed that the Royal Water Festival will be held on November 21 to November 23, 2018, along the Tonle Sap River in front of the Royal Palace.

Yes the lunar cycle, 23rd November is a full moon. It coincides with a Buddhist day but I forget the name. If I’m not mistaken it marks the end of the wet season.

22nd is an ordinary Buddha day.
End of wet = Pchum Ben, 8,9,10 October.

Nyom Jamie,

It's actually the end of the Vassa (rain retreat), the first. On this day the Buddha gave the "Anapanasati-Sutta", Mindfulness on breathing, encouraging also to four month retreat. In instructed areas (only very less Monastery communities even know it) of Dhamma this day is known as Anapanasati-Day (Buddhist Pūjās/devotional days-list)

As for the folk-tradition (total opposite the Buddha Dhamma, encouraging to lose mind), it's propably adapted from the Siam King or viciversa: Here the start of a nice to read and teaching Legend:

...Another time, Rama IV felt that since Thailand had been laid waste by the Burmese, many ancient Thai customs had disappeared, so new customs should be developed to replace them. So he decided, "Wouldn't it be nice if we had a boat parade at the end of the rains retreat? Every monastery in Bangkok will be responsible for decorating a boat, and we'll have a contest to reward the best-looking boat." So the royal decree went out that every monastery in Bangkok had to decorate a boat for the parade....
The time marks also the season where the Tonle Sap River slowly starts to flow south/sea-wardly again and of course it's also related to the farming season.

i only ask, because i usually miss it as im often still in Thailand in November, and always wanted to check it out,
so last year i made sure to arrive in time for the water festival and it being at the very start of November, but i noticed this year it being at the very end of November
