Yes the lunar cycle, 23rd November is a full moon. It coincides with a Buddhist day but I forget the name. If I’m not mistaken it marks the end of the wet season.

22nd :15 Kert, end of the moon grow : full moon, it is a holy day for Buddhism, 23rd is the 1st Roch= first day that the moon getting smaller.
Khmer Calendar is a bit complicate which have 1 kert to 14or 15 kert then continue to 1 roch to 14 or 15 roch for a month.
Also there are 3-4 days holy day a month. On the 8th day and on the 15th day.
It really confusing me sometime!

Phnom Penh: The Ministry of Environment will deploy about 300 volunteers and youth volunteers to monitor and educate citizens about the impact of throwing garbage with fines for waste disposal, while Cintri will deploy 274 workers 45 people and 45 trucks to collect and transport trash at the Water Festival for 3 days.

If only you had waited another 10 minutes, you would have seen 274 workers jump into the river to bag up the trash. :facepalm:
