Chinese and Cambodian Police Cooperation Agreement Over Sihanoukville

Sihanoukville, Cambodia News: It has been noted that the recent influx of tens of thousands of Chinese nationals to Sihanoukville, both as workers and as tourists, has lead to a marked increase in crime. Arrests connected to crimes such as street violence, drug-trafficking, and sex-trafficking have come to the attention of Sihanoukville residents and tourists.

As a result, in a visit to Sihanoukville on 6 September, an agreement was made in a meeting between the provincial authorities and officials of the Chinese Ministry of Security under Hu Binchen, deputy director in charge of international cooperation at China’s Public Security Ministry. Cambodian and Chinese officials have agreed to exchange information relating to crimes committed by Chinese nationals in Sihanoukville, and the Chinese will support the Khmer authorities in their efforts to crack down on Chinese nationals who commit crimes.

On September 8, provincial police chief General Choun Narin said that the increased cooperation between the two countries will improve security in the town, which will encourage investors. He added that China supported the Cambodia police crackdowns because all Chinese nationals in Cambodia must obey Cambodia's existing laws.
In an attempt to coordinate the security measures in Sihanoukville, an 11-member working group was created by the National Police Commission on August 31 and was made public on September 5. The task force must analyse the security situation in Sihanoukville and take measures to maintain social order.

Maybe the agreement included which Chinese businesses can be raided and which can not.

The majority of Cambodia’s 100 casinos are located in Preah Sihanouk. A draft of the Gaming Law is currently being reviewed by the Council of Jurists of the Council of Ministers.

Taskforce to fight Sihanoukville crimes

With the spike in crimes following a huge influx of Chinese nationals, Interior Minister Sar Kheng yesterday assigned four main units under the ministry to set up a support team to restore security in Preah Sihanouk province.

Speaking during an event at the Interior Ministry yesterday, Mr Kheng said the four units include the General Department of Administration, the National Police, General Department of Immigration, and legal experts.

He noted that the team is tasked with providing additional support to provincial authorities in cracking down on crimes.

Mr Kheng said that the crimes plaguing Sihanoukville include murder, drug trafficking and gambling, which has led to extortion and kidnapping cases.

He said the foreign population has ballooned to about 30,000 in the coastal province in recent years, noting illegal activities were mostly committed by foreign nationals.
Mr Kheng said the team must suppress all illegal activities to restore social order in the province.

Preah Sihanouk provincial Governor Yun Min said that economic development has fuelled the growth of foreign tourists, causing challenges for authorities.
“I am happy that the Interior Minister sent this group and forces to reinforce local authorities. Some foreigners cause chaos, such as driving without licenses, drinking and gang fighting in public. It’s a concern for local people,” Mr Min said.

Cheat Sotheary, coordinator for rights group Adhoc in the province, said authorities should set tougher conditions on foreign companies and take serious actions against foreign nationals to curb crimes.

Since 2011 until October last year, 1,133 Chinese nationals have been deported to China for offences related to cybercrime alone.
