Healer and wife charged over garment worker’s rape

Phnom Penh Municipal Court yesterday charged a traditional healer and his wife over the rape and sexual assault of a garment worker during a ritual to keep her husband faithful to her in Por Senchey district.

District police chief Colonel Yim Sarann identified the accused as Chan Chhean, 36, and his wife Chhea Noun, 31, from the district’s Chom Chao II commune.

He said that the two were arrested on Friday following a report by the victim.

Col Sarann noted that Mr Chhean was charged with rape and faces up to ten years in jail if convicted, while Ms Noun was charged with being an accomplice to rape and committing sexual assault and faces up to five years.

Second Lieutenant Ly Seng, a district police officer, said that the 29-year-old victim is a garment worker living in a rental room in the district’s Kakab commune.

He said that at about 2pm on August 26, the victim went to consult the accused, who is said to be a teacher of magic, at the couple’s house in Chom Chao II commune. Sec Lt Seng said that the victim asked Mr Chhean for a spell to keep her straying husband, 32, faithful to her.

Sec Lt Seng said that when the victim’s husband continued his affairs, she realised that she had been tricked and on Friday lodged a report with the district police. The two were arrested later that day.

Indeed, how can it be rape if she gave consent to the sexual act as part of the black magic ritual to put a love spell on her husband?

Couple sentenced over sexual assault charges
Phnom Penh Municipal Court today sentenced a a couple to seven years in prison after they were found guilty of rape and sexual abuse.
Presiding Judge Koy Sao said 36-year-old Chan Chhean and his wife 31-year-old Chhea Noun assaulted the victim, a 29-year-old garment worker from Por Senchye district’s Kabab I commune.

Judge Sao noted that Mr Chhean was charged with rape, while Ms Noun was charged with being an accomplice of rape and sexual assault.
He noted that the couple were arrested on August 31 after the victim filed a complaint with police.

“The court decides to convict and sentence them to seven years imprisonment,” Judge Sao said. “If both do not agree, they have the right to file an appeal within one month.”

Judge Sao noted that that at about 2pm on August 26 last year, the victim sought consultation from Mr Chhean, who claimed to be a sorcerer that could help the victim prevent her 32-year-old estranged husband from falling in love with other women.
