Engagement of US Man and Cambodian Woman Stopped by Police

Kandal, Cambodian News: The engagement party of 45-year-old American man, Nou Jimmy, and a 23-year-old Cambodian woman, Seng Seangmey, was interrupted by the police on August 25, 2018, in Khean Svay district, Kandal.

When the police from the department of investigation and procedure at the Immigration Department received the information that there was an engagement of a foreigner and a Cambodian woman in the district, they went to stop the engagement party because they had not been notified.
The couple have been questioned by police.

Ok. I must have took my ignorant pills sometime lately but is this a law or part of local tradition OR is it just a result of non payment of tea money.

They "received the information" ...no doubt some time in advance. A discreet visit to the house of those involved? Naw...

Those party tents usually go up at least a day in advance of the party...a discreet query to the couple? Naw...

Let's wait until the day of...and make a big show of it. With 4 snot-nosed 1-stripers in tow to help shuffle a document or 2.

If I was the 1-star overseeing this fuckwit, I'd have some serious questions about his choice of policing priorities and resource allocation.

While we're bullshitting...this guy nabbed himself one helluva slice.....Hopefully he still gets his wedding night...yummerzzzzz!
