How do you fix roads in Cambodia?

They often use concretionary laterite as a sub-base on minor roads. The Americans used it when constructing the Khmer-American Friendship Highway (NR4) because it was much easier to source than other stone gravel. Even that road, constructed with US expertise, was damaged badly during the following rainy season. There's a good book about the construction of that and the port (made with French aid) : A Port for Independence : the origins of Sihanoukville by Robert Philpotts.
As above many roads can be badly damaged by flooding and overloaded trucks.

There won't be many repairs going on while it's raining. Plus there has just been the election, time is needed to replenish monies.

If they don't repair the 48 soon, nothing will becoming in from Thailand through there.
There was a team out there the day before yesterday.
