TOR is a bad way to torrent for a lot of reasons, anonymity (lack of) being only one.
Using a VPN or not is your choice, it depends on who you want to share your information with.

My purpose for using a VPN when downloading via a torrent would be to not get busted for the DMCA violation. Private information and browsing habits? That bridge was lost a long, long time ago.
I am assuming that when they see the Cambodian IP address they just throw up their hands and move on to the next peer, as is the case in most if not all poorer countries.
Also, which VPN are you using and how do you know they aren't the ones who are tracking you? I feel safer with the naked Cambodian IP address than I would with anything that has my name attached to it, which, unless you're using Monero or its ilk, is nearly certainly the case.
But I'm new here, correct me if I'm wrong. This was my attitude running torrents elsewhere in SEAsia and ten years later I'm still here lol.

I will just say what I know to be fact.
Never say anything over a phone or other means of communication that you do want used against you. Always assume you are being listened to.
Never visit a site that is even slightly suspect regardless of what VPN or AV software you are using.
And oh yes, The PC I use for social media etc is a stand alone lap top with no information of any sort or use on it. All cookies and other information are automatically wiped after use.

There is the often repeated refrain that you should use VPNs for torrents, yes, but this is in countries like the US where the ISP will respond to DMCA requests and give you grief. This is Cambodia. Probably everybody with an Internet connection is downlooting using torrents. Hunting down the expats who do this is worse than trying to find a needle in the haystack, and suppose they're successful, then what?
The better concern would be the open connection and the fact that your client advertises itself. What's the exploit for uTorrent these days anyways?
Best practice? Run the torrents on some machine you don't give a fuck about (which sounds like what you might be doing but hard to tell for sure). In the Phils I'd use a $20 router from CDR-King that came preinstalled with Tomato and would let me run most any Linux executable on an attached USB drive. A weak CPU sure but I could do three or four torrents at the same time on the box easy. And something like aria2c or transmission will let you run the actual torrent on this other machine but let you control it all comfy like from your main machine. Or if you have the disk space on the torrent box just point Kodi at it and treat it as your media library.
And BTW if you're running Mac OS X or Windows your security concerns are, at best, amusing. Get Ubuntu on that bitch now. Or even better, Fedora which runs SELinux in enforcing mode out-of-the-box. Or even better than that, learn how to virtualize or use cgroups or early userspace or LVM snapshots or any of the other fifteen-hundred technologies out there that make securing your system against 99% of the shit out there easy to do and do it on something like Gentoo or Arch or (lol) even LFS.

When PirateBay is down it usually means some kind of domain name problem.
