Is it normal for English classes to have so many substitute teachers?

Nope. She would have take a pay cut of about 50-70% and triple her work hours.

They certainly are in Vietnam. I am sure there are many good teachers but there are also to many dodgy school that will hire pretty much anyone with a white face.
