Now I don't know with the new so called law, not being to put a new western buyer on owner papers. So are you hoping to sell to a Khmer. Many including me maybe in the same situation.

Meh, there's not really an issue with having your name on the owner papers...unless you wanna travel with it outside the countries borders...if you're staying in Cambodia with the bike there is nothing to worry about. I will sell to anyone.

Lol how many moto drivers in Cambodia have their name on the owner card... foreigner or local. I am willing to bet it is less than 5%

I have! The bike you are selling, is it in your name? It's not just about taking out of the country. It's for some about getting insurance, or covered by insurance. Also if the third party insurance law, which was preposed, you must hold full papers and plate. It depends on how far the authorities go on that issue. There could be 95% scrap bikes according to your 5% theory.

That's not just big bikes all bikes have ownership cards and no one transfers the card as a barang can't do it.
Can be done in some cases for new bikes but then following your logic it can never be sold to another barang.
I've been pulled over several times on a big bike and only show a picture of the card from my phone never a problem.

Agreed. I never had the problem with the car.
I have a moto in my name. New.
It might be fact if you are pulled. The police can't be bothered or doesn't want to deal with the barrang. Before a dollar or two would get you on your way. I have only been fined for no helmet.
But it could be times are changing.
