I think you still need humans.

Cows get sick, get stolen, killed, etc.

Goats are great, as was the formerly physically present Frank Lee Brent's "honey farm," haha.

But the owner may have to find someone who doesn't need to benefit from this arrangement but prefers to have a good landlord (I presume).

Dirt tracks are fine, actually. But some noise and a bit of motor pollution have to be considered.

Personally, I think a sports field may help keep the area flat, and make neighbors happy for a while. Inexpensive, yet manicured football fields, volleyball halls, etc. would keep the area flat for less.

Alternatively, a cleared fairground with some electricity might work, with language skills and maintenance.

Thanks for the interest. Just going to try and answer as many questions as possible.
theland will turn back to jungle very quick. At the moment the landlord has to pay someone to keep it clear but its too big for one person so he is buying a tractor which is around 20k from Thailand. And that means he has to go out there a lot to check as country folk are lazy buggers! he does use it as a weekend getaway sometimes. It is very peaceful.
you can't do anything without some investment. Clearing space and ploughing is not free and the owner knows that anyone taking it on has to make some investment and profit. Its a matter of convenience for him.
I will not tell you how much he paid for the land but I can tell you the Chinese neighbours have offered him 5 times as much and he turned them down.
Cows are too expensive and too much effort in Cambodia, that's why there are very few dairies here. The grass is crap for milk so they have to be fed and they take a lot of looking after. goats would be cheaper and far more profitable.
Not sure about development costs. if you want to make it into a five star casino complex then you gonna need to build a road and other things. if you want to play around with hydroponics or growing turkeys you don't really need to do much more than build a barn( using the timber on site if you want.
There is a generator, 6 solar panels and a well. mains water is not available locally. Electric is about 1 or 2 k away and he was quoted $1000 to bring it to the farm. Wifi was crap but cellmnet or smart has built 2 masts in the last month so its tolerable now, but probably not a good bet if you are someone addicted to movie streaming

I think the return for the owner is not having to clear the land again in 4 years, by which point it will have almost returned to jungle if left unsupervised.
@OP...couldn't you just spread the rumour there are teak and rosewood trees there? People would clear it for free.
