Nothing to do with exports, cause there ain't none. It's all about imports, phones, motobikes , cars and everything else cause Cambodia makes nothing and it's all taxed coming into the country.
Thats where the money is.

It may also be about exports, but not necessarily Cambodian. Why do you think the Chinese are constructing all these SEZs (Special Economic Zones) in Cambodia ?
To get around trade tariffs to western countries, and because there is a recent port construction for large containers that they can use as a home port. IMO.

just one good example
cambodia hv lots of garments factories but kow dont make any fabrics, guess where fabric comes from? after garments been made, all goes into local consumption? nope export ofc, u its has many things to import n exports, n every loading day, road 4 is jammed with containers trucks for hours

PM HE asks Japan to speed up construction of the deep-water port in Sihanoukville in order to facilitate direct shipping to and from Cambodia .

Since 1999, Japan has loaned the Sihanoukville Autonomous Port more than $ 178 million for development projects and expansion. The construction of the port is intended to carry out freight and general merchandise and aid the construction of an offshore mining supply base.
Prime Minister of the Kingdom of Cambodia, on June 1 said: “Japan has financed and helped us expand the deep-sea port, and I have asked (Japanese) Prime Minister Shinzo Abe to continue to make every effort to construct a deep-water port as deep as 14 and a half feet as soon as possible to avoid having to tranfer goods through Singapore and Vietnam."

Deep Port Terminal Construction to Begin Next Year
AKP Phnom Penh, July 22, 2020 --
The construction of deep port terminal phase I in Sihanoukville Autonomous Port is scheduled to start in 2021 and take three years to complete.
Mr. Thay Rithy, Deputy Director General of Sihanoukville Autonomous Port, told AKP that the detailed design of the project has been completed and it is now in the process of selecting a construction company.
“Now we have entered the stage of selecting builders, and the construction will begin in 2021 and is scheduled to be completed by 2024," he said.
The deep port terminal has a length of 350 metres with a water depth of 14.50 metres, which can handle container vessels of 13 metre deep, and medium-sized vessels with a capacity of 5,000 TEU.
The first phase of the deep port terminal will be built with a loan from Japan of about US$209 million.
