The moral of this story is establish the rate when you negotiate the lease. Ask for a lower rent, if they won't budge, insist on EDC rate. If they don't look elsewhere, and avoid future problems.

Don't know that exact location you all are but as i recall in Sihanoukville about feb 2017 I rented a month in Sarang guesthouse downtown and had to pay my own electric and came out to an ungodly high amount - not sure what proportion was extra charge perhaps from hotel but seems in general very high charges electricity compared to even say Manila and Angeles in Luzon PI. Just behind my hotel room they said locals are living in those apartments and it seems they are occupied as their curtains do change but i have as yet to see any lights ever at night shining in them. Perhaps many locals just live with NO electricity even in city apartments ?

Most live without aircon, and seldom use fans.
Electricity is increasingly becoming a luxury, like potable water via municipal mains.
Contact your supplier, establish the rate, test for piggy-backing if suspect.
EDC has an abuse line, Google.

in one of my apartments in SHV i struggled getting my electric bill over $6 each month, the land lady just used to laugh and say i must live like Khmer and never use the electric lol but im sure the reason was because my box was broken, i remember posting pictures on here showing my monthly readings, the highest bill i got was $11 and thats cuz i was using the aircon quite a lot due to it being April

cant be .tbh all i run is my fridge, my laptop, my fan, my lights and occasionally my aircon, i was shocked that i had only used 4kw this month

Perhaps have a guy negotiate with the landlord, he may not be so attentive with a girl questioning the rate.
