Fresh water might be another problem. At the moment, I think they use bore water on the island for the small amount needed for showers, washing etc , but that is a limited resource, especially in high (dry) season. Sewage and waste disposal will be another problem. These things need to be worked out beforehand. We will see.

(Personally, I'm rather sad about this new development, but if they are going to do it, then I hope they will try to do it right and don't just trash the place. Joke. )

Condos, villas, gated estates, casinos, 18 holes of golf and a racecourse. < true story ffs.
Koh Tang. All fully Eco of course.
I've seen the detailed expensive professional plans (2008 ish). Similar for the Rong Rongs.
And on the 2 hectares of flat land on the whole of magnificent Koh Kong island - a steelworks. Yep.

Le Grand Plan hits Cold Hard Reality - island style. Cambodia's gift to the world.

Quote from the above article - It should be noted that in 2009, the Royal Government granted the rights to two investment companies on Koh Tonsay, but in 2018, the Royal Government also decided to withdraw the investment rights on the grounds that these companies did not develop at all.
I think this time it will be different, the young business man, modern day Asian construction guru seems to be high in favour due to him being an achiever.
But, I still see differently on the views of eco tourism too the kind of projects being planned like this one. Saving 60% tree cover would sound better in an eco environment, has to save 99% tree cover. Could be achieved by looking at different aspects of eco tourism where I would think the environment comes first.

The oldest and most appealing resort in Cambodia
Phearon Chey | Publication date 26 December 2012 | 00:23 ICT

Koh Thas used to be the most popular recreational site in Pursat, according to local people.
Koh Thas is in the middle of a lake accessible by a bridge linking the island to the main shore.
Tourists can row duck boats around and enjoy fantastic cuisine.
There is a playground for kids. You can also enjoy the rollercoaster flying from the edge of the island across the water and vice versa.

In 2012, my friends and I went to Koh Thas Resort. The road to get there was bumpy. After more than one hour of driving, we reached Koh Thas 15 kilometers from the centre of Pursat.
Just as we reached Koh Thas, I began to feel fresh upon marveling at nature.
It was so quiet and breezy thanks to the trees' shade and the lake.
What I noticed the most was the quietness of the place.
There were only us sitting in a kiosk with the nature all around.
On the island, lush vegetation was blooming. It seemed like an abandoned place.
Heng Rortchanry, a teacher in a private school in Pursat Province, says, “It is due to the bumpy road. People find it difficult to get here. The legend goes that a lot of kids drowned in the lake before making it.”

It seems there are two Koh Thas.
One, a small typically Khmer relaxed resort/picnic spot an island on the Pursat River (Andy's)
the other, an island from somebody's acid trip dreams, in Sihanoukville (pictured ^^)

Of course it's the Koh Tha off Sihanoukville. Anyway, the plan seems to be to turn most of the island into a bunch of terraces. Maybe a golf course or some eco tourism. Then there's a bunch of high rise hotels etc. The weirdest part is that reclaimed sea archipelago they seem to have planned for the west. Like those ridiculous constructions in Dubai that nobody bought, except even more sketchy.
Silence, exile, and cunning.
