North Koreans Defy Sanctions With Restaurants in Cambodia

At least three and possibly more North Korean restaurants are operating in Cambodia in apparent violation of United Nations sanctions that took effect earlier this year.

Three of the restaurants in Phnom Penh, which all have names including the word Pyongyang, the capital of the Democratic People’s Republic of Korea, are staffed by North Korean workers and offer products from that country, including blueberry wine and ginseng. They’re part of a well-documented global network of businesses that have been generating cash for the North Korean regime for years.

New sanctions adopted by the UN Security Council in September in response to North Korea’s testing of nuclear weapons required that such businesses be closed by Jan. 9. The resolution banned “the operation of all joint ventures or cooperative entities, new and existing, with DPRK entities or individuals, whether or not acting for or on behalf of the DPRK.”

William Newcomb, a fellow at the Center for Advanced Defense Studies in Washington and a former member of a UN Security Council panel of experts on North Korea sanctions, said “DPRK restaurants operating abroad with DPRK staff are at least cooperative entities, if not set up as joint ventures, and are prohibited.”

U.S. President Donald Trump is aiming to get countries to comply with tighter sanctions to put pressure on North Korea, even as Kim Jong Un reaches out for talks about his country’s nuclear program. The two leaders are scheduled to meet in Singapore June 12, though Trump cast doubt on Tuesday about whether the summit will take place then.

Khieu Kanharith, Cambodia’s minister of information, said his country complies with UN regulations and referred further questions to the foreign ministry. A spokesman there didn’t respond to emails and phone calls. Faxes sent to the North Korean embassy in Phnom Penh didn’t go through, and a phone number listed in online directories connected to a man who identified himself as a farmer and said he has had the number for three years and continues to get calls for the embassy.

Pyongyang is a restaurant chain owned and operated by the North Korean government. Pyongyang Restaurants, all staff from the DPRK’s capital, offer a glimpse inside the world’s most secretive nation.

Pyongyang Restaurants are set up as an extra source of income for the North Korean regime, according to Korean expert Bertil Linter (author of Great Leader, Dear Leader). Restaurants are easy to set up, and do not require a lot of special expertise, scholar Simon Duncan writes (2014, 77); they are therefore a relatively uncomplicated way to acquire foreign currency for the leadership. Many foreigners, fascinated with the hermit kingdom, are willing to pay for overpriced food in exchange for a ‘North Korean experience’.

An additional reason why restaurants are an interesting business venture for the DPRK leadership, Duncan writes, is that they offer a chance “to spy on South Korean business people and gain knowledge from them when they are drunk” (2014, 77). This claim is confirmed by the Korea Joongang Daily, that reports how waitresses eavesdrop on their guests’ conversations to gather information on public opinion. They are ordered to keep the North Korean authorities posted on a daily basis. According to sources, there are surveillance cameras and wiretapping devices installed in some establishments.

In a way, Pyongyang Restaurants are extensions of the North Korean state, and are controlled just as strictly. Much has been written about the mysterious lives of the restaurant’s staff (see Xinhua, BBC, The Atlantic, The Guardian, etc.) Waitresses are carefully selected based on their (privileged) family background, looks and height.

Living in cosmopolitan cities does not bring North Korean waitresses a modern lifestyle; they do not have a phone, nor internet, and live highly regimented lives. They often live above or near the restaurant, and are not allowed to freely roam around the city. They are sent back to their homeland once their period of work abroad is finished. If they escape, their families in North Korea face punishment, DPRK expert Marcus Noland says.

I wouldn't worry about a few restaurants when nuclear war could break out accidentally at any minute. :shock: :lol:

Perhaps we should view those NK government-owned restaurants as mine canaries ... if the staff all suddenly disappear, it's time for a sudden trip to Europe.
