It's also partly to do with the lack of police at night. I wonder if they would drink and drive like that in China. I certainly never would at home due to severe penalties, and also I wouldn't want to take out some family or kid.
Chinese drive like idiots in China as well. They refuse to wear seatbelts. They drive in opposite lanes. They drive ridiculously fast on narrow roads. They drive drunk. They stop in the middle of the road to check GPS or make a call. They are among the worst.

Makes sense. One of those VIP parking cards on the dash is for the RCAF HQ

Well...Yeah...but what doesn't make sense are the 4 chinks that were in it. Unless, of course it's common practice amongst military members of the RCAF to lend their $90,000 + placarded work vehicles to 4 Chinese nationals so they can have a night on the piss, slurping pulled noodles and broiled turtle penis.
