I don't think so. I believe it's a children's story but don't know the title, nor what the logo at the bottom left signifies. But thanks for trying !

Seagulls? I've never seen seagulls in Cambodia. That must be called artistic license. It does look like the Chinese are unloading the ship. It's a subtle message to Cambodian children that the Chinese are here to stay and the image is further strengthened by showing Rithy in a subservient posture. Things do not bode well in the 'bodia for the young ones.
