Don't think Paypal likes Cambodia.
You could open a bitcoin wallet, give your guy the wallet number and then he transfers to that account. He can't withdraw.

Got answer from paypal:
1. Cambodian PayPal accounts are Send Only. This means that they can only make payments using their credit cards through PayPal, but are unable to receive payments. You will be able to receive payments from them. As to a weekly payment subscription, this would be more difficult, a PayPal will not allow you to set up subscription payments directly before we have fully verified you. This is something you will need to contact us about when you have fully set up your PayPal account (the procedures for this will be different per country as well, depending on where you register your PayPal account).

Western Union seems to be expensive and most of the apps of them are not working in Cambodia.

There is no fee to top up to your Fasapay account and withdraw to your bank account. However, there will be a fee from bank for administration and correspondence. The fee transfer between Fasapay account is 0.5% of the transaction value or maximum $5.

Most things aren't available in Cambodia, and there's a very good reason for that.

Supposedly, if you link a Cambodian bank account to any crypto exchanges, in any way, your account will be closed. At least that's what my bank here told me.

PayPal definitely doesn't like Cambodia - to the point that it may lock your account if you transact from within Cambodia. We were fine with an Australian PayPal account for 2 years, and then blocked. I spoke with a service person at length about it on the phone, and they openly said to consider the two years as good luck, as it should have locked down on the first transaction within Cambodia. Not even slightly apologetic about the inconvenience - so I gave them the good old VPN (I recommend Nord, by the way) and haven't had a problem since.

Also, WU will appear to give a lot of problems, but it's most likely to be the anti-fraud section of the merchant card system that issues the credit cards involved. We attempted one transaction more than 15 times, only to have Mastercard's algorithms cancel the transaction after it had been processed, each time. We even did the transaction while having the fraud team on the phone, who confirmed it had been accepted, only to be dumped automatically 5 minutes later.
Sorry to be the bearer (or confirmer) of bad news.
