I think much depends on what time and day one travels

Late at night, on weekdays, way less traffic hopefully cows tethered

Lunchtime (11 am-1 pm) any day, many having lunch

I'll be arriving PP airport around 12:30pm and going to Shitsville next thursday whats the best way to get there or is it better to get bus the next morning

By the time you exit the airport it will be 1 or 1:30pm

Go the next day, unless you get a taxi, around $35, and try and book that in advance if you can, Google taxis in Phnom Penh

drove to SHV > Kampot once in the Dark, never again, if it wasnt for dogs/cows wandering around in the roads or bikes driving without lights i had to watch out for, it was the amount of big bugs and crickets twatting me in the face, fucking annoying and dangerous, a journey that would usually take me about 1h30-40m took me a good 3 hours
