Correct. Legal terminology varies worldwide. In the U.S. it is called statutory rape. It means they cannot prove the offender forced forced the underage victim to have sex, so a lesser sentence is imposed.

The CRC will weed out a lot of people, and so would genuine ARCs (Academic Record Checks).
I know of at least one clown who claims he has a Ph. D but wouldn't tell people what university he did it through.

Most schools are lucky if they can get anybody.

Smart schools already include Chinese in their curriculum, and a decent Chinese teacher can ask for close to what NS English teachers get.
The reason why English will rule for a long time yet is that one can go from beginner to literate in 6 months with English. In Chinese, make that 5 years if you want to read/write as well.
