You'll have no problem finding someone with a degree, but it won't be so easy finding someone with a degree and an education. Reading comprehension and constructing readable sentences is a challenge even for those with a Master's degree at least using the English language. Analytical problem solving is a skill that is still in very short supply here. I remember when they stopped the cheating on the high school exams back in '07; only about 12 people out of about 140000 were able to pass with an A. I don't recall the actual numbers but fewer than 50 passed with a B. Sure, that's a while ago now. I think things have improved in the educational sector. Still, you might need to lower your sights. Well, at least "passionate about social media" ticks the box for many young Cambodians. One out of four isn't too bad. Good luck with that.
