Feasibility Study on Ring Road No. 4 Conducted
AKP Phnom Penh, February 21, 2020 --

Feasibility study on ring road No. 4 has been conducted aiming to facilitate transportation from the capital to province and vice-versa, according to Ministry of Public Works and Transport.

H.E. Sun Chanthol, Senior Minister and Minister of Public Works and Transport, said that the ministry has allowed a private firm to carry out the feasibility study, but he did not unveil the firm’s name.

“The feasibility study on the ring road No. 4 has been conducted, but not yet finished,” H.E. Sun Chanthol said at a press conference held here at the Council of the Ministers this morning.

“I asked not to reveal the specific location of the ring road No. 4,” he said, explaining that it is to avoid any sharp increase in land prices in the area for development.

The ring road No. 4 construction project is made amid the ongoing construction of ring road No. 3 connecting National Road No. 4 to Phnom Penh Autonomous Port in Kean Svay district, Kandal province, crossing National Roads No. 3 and 2.

Construction of Phnom Penh’s Ring Road 3 Almost 40 Percent Complete
AKP Phnom Penh, July 10, 2020 --

The construction project of Phnom Penh’s ring road 3 linking National Road No. 4 in Sangkat Chaom Chau 3, Khan Pursenchey, Phnom Penh to National Road No. 1 in Dei Edth commune, Kean Svay district, Kandal province has been 39.76 percent complete as of late last month.

Yesterday, H.E. Lim Sidenin, Secretary of State for Public Works and Transport (MPWT), accompanied by relevant officials and representatives of all concerned parties, paid an inspection visit to the construction site, according to a news release of MPWT.

The construction of this nearly-53-kilometre-long and 22-metre-wide ring road began in January 2019 with an estimated cost of US$273 million. Under the project which will last for 42 months, 4 flyovers and 8 bridges will also be constructed.

I'm not going to say math is my strong suit but I am smart enough to see those numbers don't work out.

Speculation fears over location of new ring road
The Ministry of Public Works and Transport (MPWT) held consultations to decide the location of National Ring Road 4 around Phnom Penh.

Once complete, it is expected to ease traffic and freight transportation. But the location of the project is being kept under wraps to avoid a rise in land prices, a trend that has been seen in past projects.

The new ring road consultation held this week was a closed-door event in order to not let anybody know the planned locations for the project. The consultation included a feasibility study for the ring road construction which was presented by China Road and Bridge Corp (CRBC.)

The consultation saw representatives from ministries and institutions, as well as representatives from 10 local and foreign companies, attend.

The MPWT confirmed that the new road will be built after the construction of National Ring Road 3 is complete.

Minister of Public Works and Transport Sun Chanthol revealed the reasons for secrecy surrounding the locations.

This has been the case over the last three years. Developments on major roads have increased the value of real estate and consequently benefited the people who live around them.

According to Po Eav Kong, managing director of Asia Real Estate Cambodia Co, property values along National Road 3 jumped significantly in the past few years. Because of its upgrading, there are more residential and commercial developments around it.

While National Road 3 stretches all the way down the coast, land property can be valued and purchased a la carte. For example, the land from Chaom Chao to Kampong Toul Bridge (the border between Phnom Penh and Kandal province) is valued at $200 to $400 per square metre because it is suitable for residential projects, he added.

”Infrastructure developments are pushing land prices up. And, for the past two years or so, the price of land along National Road 3 has risen by 10 percent year-on-year.” Kong said.

The 53 kilometre Ring Road 3 linking National Road 4 to National Road 1 is expected to be completed in 2022.

The first ring road connects Chroy Changvar Bridge to Chbar Ampov Bridge in Phnom Penh, while the second links Kob Srov Road in the capital to National Road 2 in Kandal province.

The boyz are already planning a petrol station every 2 km. Maybe a few KTV's along the way.

Cambodia News, (Phnom Penh): The construction of the third ring road is connected to Kob Srov Dam Road, National Road 5 and connected to the Victory Bridge and Victory Boulevard and National Road 6, which will become Ring Road 3.

This large and modern ring road will serve as a transport route between Phnom Penh, connecting National Road No. 6, National Road No. 5, National Road No. 4, National Road No. 3, National Road No. 2 and National Road No. 21 across the Bassac River . It will also be connected to National Road No. 1, especially to the new container terminal of the Phnom Penh Autonomous Port in Kien Svay district, as well as to complement the connection of ASEAN Highway (AH1 and AH11) and the main corridor of the Greater Mekong Subregion.

The work on the third ring road with a length of nearly 53 km was begun in January 14, 2019, scheduled to be completed in December 2021.
The third ring road has four flyovers (crossing National Roads 4, 3, 2 and 21) with a total length of 1,000 meters, including 2 bridges across the Bassac River at Anlong Chen Island. The total length is 996 meters (of which the East Bassac Bridge is 630 meters long and the West Bassac Bridge is 366 meters long).

In addition to the three ring roads, the government has put in place plans to build a fourth completed ring road. The fourth ring road will be 195 km long, passing through four provinces: Kampong Speu, Takeo, Kandal and Prey Veng.
The 4th Ring Road is an important road to contribute to reducing traffic congestion and facilitate the transportation of people's goods to other national roads and to the Vietnam and Thailand borders faster, saving time and reducing costs.

Construction of Phnom Penh’s 3rd Ring Road to be Completed Soon

The construction project of the third ring road of Phnom Penh to reduce traffic congestion in the capital remained ten-percent completed as of Feb. 25, said yesterday a news release of Ministry of Public Works and Transport (MPWT).

The construction of this nearly-53-kilometre-long and 22-metre-wide ring road began in January 2019 with an estimated cost of US$273 million.

Besides the 3rd ring road, connecting National Road (NR) No. 4 in Sangkar Chaom Chau 3, Khan Por Senchey, Phnom Penh, to NR1 in Dei Edth commune, Kean Svay district, Kandal province, the construction project includes four flyovers and eight bridges.

Once completed, the new infrastructure will contribute to further easing cross-border transport, promote international trade and turn the surrounding area into a development zone.

MPWT has been conducting a feasibility study of the construction of Phnom Penh’s 4th ring road, linking NR51 to NR41.
