The US is not an ethnostate, so its not a good comparison. There is no American race/ethnicity. Anyone can move there and within 1-2 generations expect their descendants to be considered 100% American. On the other hand, Greece is something like 92% Hellenic race and Orthodox Christians. A Nigerian Muslim family can't just move there, raise their kids there and expect for the kids to be considered 100% Greek. It only works that way in PC LaLa Land. Calling the 'Frenchman' in question a 'Frenchman' in quotes is not necessarily incorrect. He may have French nationality, but he is most likely Syrian, or Algerian or from some other Muslim nation originally. Were a westerner to obtain Cambodian citizenship, marry another westerner with Cambodian citizenship and have kids in the KOW, would you insist on calling them Cambodians in a similar context? Their kids would still be barangs.
