The Cambodian govt has consistently resisted and opposed these (Illegal?) repatriations...
If anybody has sold them down the river, it is Murika, who secretly and illegally bombed the fuck out of their country, caused the Khmer Rouge to gain in popularity, supported Pol Pot...and now that is it politically expedient, deported them, in spite of numerous protests from many Human Rights organisations and normal US citizens.
But the US wants their $500m Lon Nol-era loan back?
Sorry, but I think you're trying to deflect blame for this onto Cambodia...Cambodia did NOT make the decision to repatriate/deport them, nor did they have any part in this extermely questionable human rights controversy.

They don't do much, that's for sure, Heng Heng Heng nailed part of the reason. The government doesn't do much for them because that would set a precedent of putting more resources per head into returned criminals than they put into their own average citizen. There's also a point which is rarely if ever addressed. The current government grew from the embargoed PRK of the 1980s. They did their best to develop the country from the absolute mess it was in, the country was decimated and they needed manpower and brains to rebuild. Those who left to the border camps and went onwards to France/ USA/ Australia are thought of in different ways. There is a general distrust of those who abandoned the country during the bad times, but not so much, they are just thought of as outsiders. If they did well, like many I can think of, and came back and set up businesses they are thought of well. Like any emigrant, and I consider myself one, coming back empty-handed or in chains is not a good option. Good luck to these guys anyway, if they can stick to honest trades they'll be ok. If they want to fuck around with Phnom Penh's finest not so much.

Based on data from the Khmer Vulnerability Aid Organization (KVAO), a leading Cambodia-based humanitarian group supporting deported Cambodian Americans, their numbers are on the rise. The arrivals went up from 36 in 2002 to 88 in 2011. Although the number dropped to 37 last year, it was only because Cambodia refused to accept its deported nationals.

I have observed a few sympathetic comments in this discussion in respect of the deportees.
Keep the facts in mind before bestowing so much compassion.
= They were NOT citizens of USA. Also, they were transferred and held in a deportation detention centre in USA after serving lengthy prison sentences before finally being kicked out of USA. The deportees were convicted on serious felony charges such as armed robbery, extortion, rape and murder. None of them were deported after minor charges. All were serious criminals.
Also, be careful when you make assumptions they were born to Cambodian parents outside of Cambodia and do not speak the language. Some of these were adults when they left Cambodia seeking a better of chosen life in USA, not necessarily as refugees, but also as immigrants through normal process (eg. marriage).
Many on this forum would be well aware of that fellow who goes by name of Bill and William with his strong southern accent, being a Laos/Cambodian who after doing 9 years prison in USA, was deported to Cambodia where he now moves about between Siem Reap, Phnom Penh, Sihanoukville, Kampot and Kep. After stealing and other crimes, he has since done more jail time in Cambodia. When free, he goes about as a confidence trickster ripping off ex-pats convinced by his B.S.. This guy would be a prime example of those recent deportees from USA. Same caliber of person.
