Looking at the package it seems to have arrived in, what a stupid game plan.
There was nothing in that package except drugs, so I'd be shocked if that shipping method works too often.
I thought people usually shipped normal looking items, and then hid drugs in it wherever they could, but that looks like one of those flat rate international express shipping envelopes that cost about $50-$100 stuffed full of nothing but MDMA/ecstasy pills.

I know someone who once had a few Es and some 2CBs sent to them, sandwiched between a couple of pieces of cardboard and taped up and posted in a regular envelope. The sharp edges of the tape shredded the envelope apart, but Australia Post thoughtfully put some rubber bands around it to ensure the item arrived intact.

Registered post items above a certain weight has the customs guys poking around in them. This was one of those very thin, lightweight airmail envelopes, and the corners of the tape were pointy. It wasn't a mail interception/check, it was just unfortunate (with a lucky ending at least). I think it even had a sticker apologising that the item was damaged in transit.
