well the story is about a murderer, Sam Samnang, age 26 (the unblurred one at the front). went to court for his hearing/sentencing on March 30 2018 in Phnom Penh. presumably that photo is taken as they were all off to court in the photo? if so I guess you just need to find the court roster for that day you might find the one barang name on it. Can do that in the states can you do it here?
looks like that Brit actor Stephen Merchant if you ask me
