Asia-Pacific disability conference in Cambodia planned for March

PHNOM PENH (The Phnom Penh Post/Asia News Network): The Ministry of Social Affairs, Veterans and Youth Rehabilitation will host the 5th Asia-Pacific Community Based Inclusive Development Congress in March. The previous congress was held in Mongolia.

The conference, which aims to promote the rights of persons with disabilities, will be held in Phnom Penh from March 15-17. The theme of the 5th congress is “Strengthening the Socio-Economic Empowerment of Persons with Disabilities during and after the Covid-19 pandemic through Community-Based Inclusive Development”.

Director-general for Technical Affairs Touch Channy said the congress would be an opportunity to work together to help people with disabilities, including fighting discrimination, while promoting their rights.

“Attendance at this conference will demonstrate the commitment of many nations to helping persons with disabilities to solve the challenges they face. It is very important for each country, not just Cambodia, to make strategic decisions to help the disabled,” he said.

“Our main goal is to work together. We want to help the public understand the rights of the disabled and we want to assist persons living with disabilities to find fulfilling professions so they can support themselves,” he added.

Disability is No Handicap

Ms. Min Chenda, 33, from Kandal province, is a blind Cambodian woman, but her blindness is no handicap, and her heart is not disabled. She is married with a 15-month-old daughter, holds a bachelor's degree from the Royal University of Phnom Penh, and is currently pursuing a master's degree at the University of Adelaide in Australia through an Australian Scholarship.

So far, she is the first blind person to receive a scholarship to study for a master's degree abroad. She has been in Adelaide since June 2022 and plans to stay and study there until about mid-2024 with her daughter, while her husband, who is also blind, is working hard to learn English to continue further studies with his wife.

Min Chenda says :"I want the main places in Cambodia to have the right professionals available to provide services to our disabled people. This is so important to me." Prior to receiving an Australian scholarship, Min Chenda was working for the Cambodian Ministry of Social Affairs and Veterans Affairs, and when she returns to work after her degree, her aim is to help people with disabilities to be able to live and work independently.

Workers with Disabilities Allowed to Leave Workplaces 15 Minutes Early as Pregnant Workers
AKP Phnom Penh, June 08, 2023 --
From now on, workers and employees with disabilities at factories, enterprises and state institutions are allowed to leave their respective workplaces at least 15 minutes early as pregnant women.

The announcement was made this morning by Prime Minister Samdech Akka Moha Sena Padei Techo HE at a get-together with some 18,000 workers and employees in Kampong Chhnang province.

If it is possible, he added, government ministries and institutions are encouraged to give more time for their employees with disabilities.

Having taken into account the welfare of persons with disabilities, the Royal Government of Cambodia has set a quota of up to 2 percent for the recruitment of persons with disabilities to work in the ministries and state institutions in accordance with the Law on Protection and Promotion of the Rights of Persons with Disabilities.

The private sector is also encouraged to recruit persons with disabilities in order to contribute to improving their living conditions and giving them opportunity to participate more widely in the socio-economic development.

Chap To, who is blind, was appointed by the King of Cambodia today as Undersecretary of State at the Ministry of Social Affairs, Veterans and Youth Rehabilitation.

Cambodia Calls for Cooperation to ensure the Promotion of Persons with Disabilities’ Rights and Well-being in ASEAN Phnom Penh, October 10, 2023 --

Cambodia has urged for cooperation to ensure that the rights of people with disabilities in ASEAN is enhanced and their well-being is taking into account to attract investment on them.

The call was made this morning by H.E. Em Chan Makara, Secretary of State at the Ministry of Social Affairs, Veterans and Youth Rehabilitation of Cambodia, in the ASEAN High-Level Forum on Disability-Inclusive Development and Partnership Beyond 2025 being held in Makassar, South Sulawesi, Indonesia from Oct. 10 to 12.

The Cambodian secretary of state requested the ASEAN Ministers of Social Affairs to continue adhering to the principles of multilateral communication system and promoting liberalisation in order to enhance the rights of persons with disabilities in the ASEAN region to become an open, transparent and inclusive region, as well as maintaining the ASEAN centrality and unity in building global and regional relations focusing on disability.

Besides, he asked the ASEAN Ministers of Social Affairs to further improve the existing relations and comprehensive economic partnerships to ensure that those agreements remain modern, better and more responsive for the people with disabilities at the present time.

H.E. Em Chan Makara took the opportunity to highlight some of Cambodia's achievements related to disability, including sign language interpreting at TV channels, development of comprehensive study materials required for people with disabilities, and the implementation of recruitment quota system to ensure inclusion in the workplace and events hosted by Cambodia such as the ASEAN Para Games, as well as the organisation of the 5th Asia-Pacific Community-based Inclusive Development Congress (CBID5).
