I think last month she announced you will need employment letter to extend an ordinary visa, and now the change is that employment letter plus work permit are required?

It may have been last month to give a little breathing time for some nationalities who may not have received their work permits.
Before it was wp and business cert. Change every few months now. :(

What happens to the people whose visa expires next month and they haven't received they're WP even if they applied on time?
