This is a criminal case, not a civil case, you don't sue, it goes to court automatically, doesn't it?
its only a criminal case when someone in the po po is not lazy enough to raise his pen and write the report, file the report, file charges etc, or in many cases when enough public attention has accumulated then the hands are forced to file to report, or else it will be "not enough evidence"

Two Daun Penh district security guards arrested for mob attack

- Two Daun Penh district security guards were arrested on Tuesday for beating and inciting others to beat university professor Suy Samreth in a mob attack that followed two hit-and-run accidents in Phnom Penh on Sunday.

Kong Chantha, a municipal traffic police officer, identified the two suspects as Pheach Kimhak and Sok Ra, both Daun Penh district security guards.

However, according to a statement issued on Tuesday by Daun Penh District Hall, the suspects are former Daun Penh district security guards.

Mr Chantha added they were arrested on Tuesday evening based on their photographs, which had been taken from surveillance cameras near the site of the violence.

One of the chief instigators of a brutal mob attack on a university professor in Phnom Penh was identified by Daun Penh district officials as a member of their district security force.

Though a statement on Tuesday referred to the man, identified as Pheach Kimhak, as a “former” district security guard, in several widely circulated videos of the attack, he appears to be wearing clothing in line with a Daun Penh uniform, including khaki pants and a wide, military-style belt. Though he is seen in a bright blue T-shirt in the video, in the early frames he appears to have a khaki shirt, also worn by Daun Penh guards, tied around his waist.

In CCTV and other footage from the scene, at least four men can be seen instigating the attack that would later gain force. Among them is Kimhak, who can be seen throwing violent blows, as well as a man wearing tropical print, and another in a chequered shirt.

Despite the faces of many of the perpetrators being clearly visible in the footage, no arrests were made as of Tuesday night.
Phnom Penh Traffic Police Deputy Director Sem Sokunthea was unable to say how many suspects police were pursuing. “We cannot reveal because it is still under the investigation, and when we tell that we had arrested this number of people." he said. "It would alert them.”

Senior Interior Ministry police official Pheng Vannak pointed out Kimhak’s identity on Facebook on Tuesday and said police had ordered authorities in Battambang, where he is from, to locate him.

Two arrests in brutal Phnom Penh mob beating of professor

Two men were arrested on Wednesday evening for their alleged involvement in a brutal mob beating following a hit-and-run in Phnom Penh on Sunday.

Footage of the event shows an angry mob descending on the car of university professor Suy Sareth, with individuals hurling large rocks and bricks at his face.
Bun Sathya, head of Phnom Penh Municipal Police’s minor crimes bureau, identified the two men arrested as Yath Tithya, 21, and An Vinty, 21. “We are questioning them, and both of them committed crimes and hit the car and beat him,” Sathya said.

The arrests come a day after one of the most brutal attackers was identified as Pheach Kimhak, 20, who was linked to the notoriously violent Daun Penh district security guard unit. While the Daun Penh administration claimed Kimhak was no longer a part of their force, one Daun Penh security guard, speaking on the condition of anonymity, said he was still employed at the time of the incident and was supposed to be stationed near Wat Phnom.

“We do not know why he went there to beat people, and there was no order from here,” the guard said. He also identified another man involved in the violence, wearing a red shirt, as a current district security guard based in Tuol Kork.

Kimhak remains at large.

while ago someone was reporting an italian beaten to death by some sort of security. didnt see any follow through on that
also recall 2 barang being shot dead by "security" near HE's house long back
