You guys are laughing, but I read the story like this:
A young guy, a Moroccan tourist, was robbed in Phnom Penh. He is a crime victim who didn't know what to do, so he went to report the theft at the Ministry of the Interior.
He was trying to report a robbery when he got arrested. Probably he acted out because he got angry and frustrated, because the officials didn't understand him and didn't give a shit. He got lippy, and then they locked him up. All that probably because he only speaks two words of English with a bad French/Moroccan accent .
He did not behave well, but its not a good way to treat tourists when they get robbed.

That said, Cambodians are usually very kind to the clueless.

This should be a reminder to ALWAYS stay calm in foreign countries, even if you think you have a valid reason to be upset.

That’s exaxly what Maghreb muslims ain’t good at. They give fuck all to their host country’s Customs,and traditions’, said as a Belgian, in the know!

Yeah, that hot-headed Mediterranean temperament doesn't travel too well. Especially here, where people can seem very cool-headed until you go too far. Then you end up trying the local amok.
