Body washed up near Royal Palace

A guest has just come back from the riverside and saw a small crowd gathering to watch a body coming ashore near the Royal Palace. He said it looked as if the hands had been tied behind their back. But he didn't stick around long so couldn't confirm. Anyone else have more info??
