Daily’s website, Twitter blocked

Documents obtained today – and a surprising tweet – have confirmed what observers have suspected for months: that the Cambodian government ordered internet service providers (ISPs) to block access to the website of the recently shuttered Cambodia Daily.

Since shortly after the newspaper was forced to close on September 4, following the levying of a $6.3 million tax bill, access to the Daily’s site has proved patchy, with online users questioning whether certain ISPs had blocked the site.

It also requires ISPs to filter the Daily’s Facebook and Twitter accounts “in order to stop the operation of the account of the two pages”. The documents came to light after one ISP, Sinet KH, made a frank admission on Twitter late on Friday.

“We can confirm that we’ve been ‘ordered’ to block access to @cambodiadaily since many months ago,” @sinetKH wrote in a since-deleted tweet.

When pressed for more details, the representative wrote: “We are surprised by the reactions of this. The ‘block’ was long ago. Apart from a couple of complaints, most of our customers never noticed a thing. @cambodiadaily was never a popular web destination in the first place,” followed by the hashtag “#JustDoingOurJobs”.

I love how they can write this entire article without once even mentioning Cam Nivag. Erin Handley admits they've been "speculating" for months straight, and Cam Nivag notices it and within days has been able to confirm it with an ISP, hand-feeding them the story.

That's just how news is reported on, so people need to stop giving us shit when we also don't include them, LoL. It's the way of the world, and even the beloved Phnom Penh Post does it, and they are considered an established news source.

It also seems like their servers were inaccessible for a few minutes, but I hope that's just a coincidence.

The government now says it will investigate and punish ISPs that aren't complying with its order to block the Daily. Also, they say that blocking is not censorship.

Telecom Ministry spokesman Khov Makara today said he had little detailed knowledge of the letter, which was signed by Khay Khunheng, a secretary of state from his ministry, as it came from a “technical department”.

Makara denied the move was a form of censorship.

“Block means you are not able to view; censorship is something different. Censorship means you cannot do – block means you are not allowed to see,” he said.

Well, I'm glad they cleared that up.

Will be interesting to see what happens with EZcom:

"Ezecom CEO Paul Blanche-Horgan yesterday said he had not seen the ministry’s letter. While government has made attempts over the years to block sites, he said, “we don’t do that”.

“We have never blocked any sites,” he said in an email."

You don’t have to translate the whole thing just article 78. Shouldn’t be too long

That should be a job for google translate. I'm not even going to attempt to look at it.
