How to get identity card for a Cambodian?

I need to help a friend get her identity card. I heard this system has been changing lately, does
anyone know what the procedure and costs are? She is ethnic Khmer from a province and does not have any papers.

She'll need some papers to get a national ID. Afaik Family book or birth certificate at least. If she has neither she'll need to get them first.

Has she got no papers cos they are lost, or did she never have a birth certificate etc. If she lived in a village or commune from birth first stop is village chief and commune to see if they have anything for her or her family. There should be a birth record in the hospital or clinic or medical centre where she was born, even if they never got a birth certificate later

The good news is,, if she does not have any papers and cannot get any,,,

Then you cannot marry her.
Cambodia,,,, Don't fall in love with her.
Like the spoilt child she is, she will not be happy till she destroys herself from within and breaks your heart.

As pczz said, her best option is to go and have a chat with the village chief and see what papers he has on her and her family. From there she should be able to get the needed documents to apply for her ID. If he doesn’t have them she should be able to use the documents she does get for the chief to get a birth certificate or family book so she can then apply for an ID.

As pczz said, her best option is to go and have a chat with the village chief and see what papers he has on her and her family. Ok the situation does not look good. She's was born in Rattanakiri in 1970. But the province she grew up in is near Phnom Penh. She tells me they lost her birth certificate (if she even had one which wasn't clear) and she does not know if they ever had a family book, her father died already and mother is very old. She talked to the village chief in her province near Phnom Penh (mee phum?) and they were told she hasn't lived there for such a long time they cannot do anything for her - the chief does not know for a fact that she is the daughter of her parents. Her kids were born in Phnom Penh, so they advised her to go to Phnom Penh. She now lives in Kampong Saom but doesn't even have a rental contract. So what happens in this case? She keeps saying something Takh Nyion Bann? What is that? She tells me she talked to both Mee Phum and Mee Khum and they don't have anything on her.

As she has no paperwork and appears to not be getting any help locally, Id advise her to go to the Department of Identification in Chbar Ampouv.

Probably gonna cost her more than the official rate, but for anyone interested it is 10,000 Riel.

Sounds like the village chief is holding his hand out. in theory when her family moved to the village he should have registered them along with any ID they produced so there should be a record held at the village level of when they arrived and where they came from. He has to report his up to district level through the commune so if the village chief is not co-operative try the commune office an then as PSD says next stop is the admin office. If she knows where she was born I would try that first. Unless her mum gave birth at home there should be a birth record at the clinic, but 1970 was a very dodgy time

Get her to tell the chief she'll vote for the party this year, should then be sorted post haste.
