We've discussed this many times on TOF. The U.S. government is a bit coy about how it works. I've asked for documents about such incidents under FOIA, they refuse to give them to me, citing the perp's "privacy."

As far as I can tell, it works like this. The USA identifies a fugitive living in Cambodia. The USA revokes his passport. The USA then tells the Cambodians to arrest him for immigration violations, i.e. for being in the country without a valid passport or visa.

Cambodia then deports or repatriates or extradites the person to the USA, even though there is no extradition agreement between Cambodia and the USA.

I don't think the perp has to pay for the flight. The perp may or may not have some say in where he flies to in the USA.

For what it's worth, I made a note that "Samuel Douglas Lovejoy 3/10/1986" was posted on the immigration booth wall when I exited the country on September 1, 2017. I googled him and saw that he was a fugitive on sex charges but decided not to post anything about it online so as not to tip him off that the authorities were on to him. I'm very civic-minded like that.

Oddly, there are two nearly identical Khmer Times articles online, one is headlined "Police Arrest American National" and the other is headlined "Kampot Police Catch American Pedophile"

I think calling him a "pedophile" is wrong because he hasn't been convicted of any such crimes as far as I know, he was only charged with them.

Someone who witnessed the arrest wrote on facebook:

Witnessed the arrest on Chims corner. Appeared he had a broken arm and other bandaged up. Looked completely out of it. The Police handled very efficiently, handcuffs on very fast and taken away in less than a minute.

The country deporting would generally complete a security evaluation and provide a couple of escorts just to get them on the aircraft if just a deportation. As in this case the USA would probably send a couple of US Marshals to travel with him to his destination. Generally not handcuffed unless of a violent nature or capital crime.

American wanted on sex charges arrested in Kampot

- An American wanted by US officials on suspicion of sexually abusing a minor in the state of Virginia was arrested in Kampot yesterday.
Samuel Douglas Lovejoy, 31, was charged with two counts of aggravated sexual battery and two counts of indecent liberties with a child by a custodian by the Loudon County Circuit Court in Virginia.

A spokeswoman for the Commonwealth’s Attorney of Loudoun County said one of the sexual battery charges dated from October 2016, while the other three charges dated from last August.
Lovejoy also faces one count of failure to appear after he did not show up for a court date last February.

Kampot Provincial Police Chief Mao Chanmathurith said Cambodian officials found and arrested Lovejoy at the request of US authorities. Lovejoy is not suspected of committing any offences in Cambodia, he said.
"We detained him immediately and we did not ask any questions from the suspect,” Chanmathurith said. “We sent the above suspect to the General Department of Immigration to settle the situation.”

Lovejoy was found at Kampot town’s fish market in Kampong Kandal commune, according to Chanmathurith.

I was on a flight recently where a guy was escorted to the plane by a police officer but was allowed to take his seat in economy without being escorted, on arrival in London passengers were asked to remain in their seats and as two police officers walked down the aisle the guy just held up his hand and was escorted off the plane.
