Possible to get TEFL or CELTA certification in Phnom Penh?

As an academic, I would be looking at the actual real world-value of the certificate you get at the end. Is it an actual qualification with any government or industry endorsement? Is there a verification trail to check it's authenticity later? If not, don't waste your dollars, you're just feeding the corrupt system.
As much as I despise this country's worship of CELTA (which is, after all, a 4-week short course of dubious reputation) if you're going to spend money to shore up a job opening, go this way. Mind you, from what you say in your OP, I'm willing to bet the school will 'forget' that you don't have a qualification if they're willing to start you without one.
You do lose some bargaining power without some form of qualification though.
Be aware that schools are desperately ringing around known teachers looking for staff at the moment as there is a drought of good native-English teachers - once that changes, 'new' and inexperienced/unqualified teachers will be replaced with Filipino teachers at half the price. It's a trend here, from what I'm told by very seasoned teachers who are in demand.

Thank you for your input StropyChops! That is really what I have been wondering. Although I do not have a teaching degree, while in the States I was admitted to a MA teaching program (though because of circumstances changing had to withdraw my admission), so I really do have a passion for teaching. I do not want to waste money (ie: spend $299 for the cheapest option that is probably not legitimate, or spend $1799 like with LanguageCrops which is just making money in a different way), or feed a corrupt system, so if you have any leads for something worthwhile here in PP that'd be great! Thank you!

You need to know for sure, as this will live with you for a long time, and 2K is not peanuts.
As with any training, ask for peoples credentials, and check them thoroughly.

It should be around 120 hours which includes a set number of observed hours.

It's $1600 - 10% ($160) $1440. if you pay 45 days early w/ECC in BKK or CM.
