It's a long time since I was there but as far as I know the roads have improved a lot. It's hilly as fuck in the north though so would be extremely expensive to try and build any fast route through. They'll do it though. Once they get a decent rail system running through the region everything will change. The projected routes don't seem to have a Laos- Cambodia route though:

I seem to remember the first picture I saw of the Thai coup had soldiers with Chinese assault rifles rather than American ones, so perhaps the Chinese are gaining ground in LOS too. Also there are now casinos in Southern laos which is reason enough for the Chinese to put in a new railway. there been casinos in laos for ages.
Traveling from Chiang Khong, Thailand / Houay Sai border across the new bridge on sorta good roads (unlike dirt road of 10 years ago) its an easy 5 hour drive up to the Laos /Chinese border.
Was last up driving in 2015 and traveled all over, ( Houay Sai- Luang Namtha, Muang Sing,Luang Prabang, Phonsaan, Vang Vieng, Vientiane, Savannakhet ) Good roads but there some spots ( Luang Namtha-Oudomxay) that is sheer hell
Good inexpensive hotels everywhere, expect for the main cites food is local ( same Cambodia) BUT in the cities you can get great food. Same goes for medical care.
Which thai coup? I have been here for 4 of them ( 85, 91, 06, 14) and a few squabbles, dont recall any Chinese guns/rifles.
There has been talk about casinos on Thailand forever, ( been talk about making phuket a duty free port and also casino) but there are to many underground ones run by big people. More than a few casinos in Burma and Cambodia are thai owned already.

I heard some years back, that the Chinese were looking at steel mills in Laos. Sourcing low grade ore in Laos and North West Cambodia, power from hydro and a nice little rail line to Bangkok. See where this is going?
