A man on a motorcycle robbed a woman at gunpoint and shot at two people who chased after him. He was dragged off his motorcycle and beaten to death by a mob.

A local resident said, "After they killed him, they felt relaxed because they had released their anger with him and they feel happy.”

A mob beat a man to death in Phnom Penh’s Meanchey district on Monday evening after he allegedly robbed a woman at gunpoint and shot two people who gave chase.

Meanchey District Police Chief Ten Sino, when asked about the name and age of the man who died, would say only that police “are investigating” and that he was beaten to death. He hung up on a Post reporter without giving more details of the investigation, including whether participants in the mob are also being sought.

Villagers at the scene said the man had robbed a woman who was counting money on a wooden bed outside her home at gunpoint, then shot two men who tried to knock him off of his motorbike.

“After he had been dragged off the motorbike, a few villagers and workers beat him up then more people came and punched him and kicked him,” said Um Touch Voeun, an area resident.

“After they killed him, they felt relaxed because they had released their anger with him and they feel happy.”

The beating, which took place in Boeung Tompun commune, is the second mob killing in Meanchey district this year. In March, villagers in nearby Stung Meanchey commune beat a 15-year-old boy to death after allegedly catching him stealing from his neighbours.

According to observers, mob mentality is especially prevalent in countries where rule of law is perceived to be weak and trust in authorities is low.

Roderic Broadhurst, an Australian National University criminology professor who studies violence in Cambodia, said Monday’s incident sounded like a case of so-called “achieved” justice.

“This is maybe because [the locals] don’t trust the justice system to ensure justice, but [it is] often mixed too with the contagious violence of the moment,” Broadhurst said in an email.

“The more people involved the less easy it is to identify and prosecute the murderers,” Broadhurst added. “However, policing agencies should make every effort to discourage such acts and bring those involved to court for breaches of the law.”

Naly Pilorge, Licadho’s deputy director of advocacy, called the incident an “injustice on both sides”.

“Of the mob killings we have tried to investigate in the past, most people in communities expressed hopelessness and anger about the lack of capability and intention of law enforcement and court enforcement to enforce justice unless connections and money are at play,” she said.

Villagers in Boeng Tompun commune expressed no regrets about the man’s death, saying that they did not trust police to bring robbers to justice.

“People executed him publicly because the authorities can hide and conspire with them,” 35-year-old Chea Narin said. “We do not want robberies again and again – we see that police arrest them but the robberies keep happening.”

Visal, a 22-year-old villager who would give only his first name, said that he saw roughly 100 people beating the man with wood, rocks and their hands and feet.

According to him, villagers believe that the police and robbers are often “on the same team”.

“They did not want to keep him and give him to the police so they had to kill him,” Visal said. “He deserved to die.”

Mob kills bag-snatching thief

One of two suspected thieves was killed by a mob of angry villagers on Monday night in Phnom Penh’s Meanchey district.

The two thieves had fired four bullets and injured two people while attempting to rob them in Boeung Tumpon commune.
Sok Seng, a Meanchey district police officer, said the two thieves were attempting to rob a couple of their money and possessions.

“During the robbery, one of the suspects fired four bullets at the victims, causing the husband serious wounds on his left thigh. His wife also suffered leg injuries,” he said. “They tried to snatch a bag away from the wife, but could not get it.”

“After hearing the shooting, villagers living nearby immediately intervened,” he added. “They surrounded and caught one of suspects. After catching the suspect, a mob of people began beating him, leading to his death.”

Mr Seng said police arrived on scene after the thief had been killed, and that they then sent the two victims to hospital.

He identified the victims as Khean Kimsrong, 30, and his wife Hy Kimhour, 34.

Teng Sino, chief of Meanchey district police, said the man killed has yet to be identified and no arrests could be made against those that beat him.

He added that police are looking for the second thief who escaped.

Seems like **SOME** villages can protect themselves.

Normally, I'm afraid to give a mob of less-than-educated people carte blanche, but if they are brave enough to face an armed and violent robber and take him / them down, that IS commendable.

**NOTE** [ BIG CAVEAT ] - I mean the massive violence was in response to multiple shootings after a robbery. That is unjust! People are FINALLY brave enough to not take petty robbery anymore! Well done.

**NOTE 2** - I am glad it was the group's decision, NOT a secret group of young, violent vigilantes. I would HATE it if lone or secret copycats started to mess things up. Let the villagers have their own law and LEAVE IT AT THAT.

But be careful not to take the side of overpacifism, you'll get run over and nowhere with that out here, until the powers of education and opportunity take place in 10-20 years or so.

Do you see the CONTENTMENT served to the people after an injustice has been quickly righted?

Far from advocating any violence, but the squashing of armed robbbery at the risk of their own selves is a SERIOUS improvement to the apparent lack of care / bravery in the face of danger by most locals. In the U.S., someone would be DEPUTIZED. Period.

Have some backbone, people!! And JUDGE NOT THE DOWNTRODDEN, you know not how bad it is down there. Accidents happen. People are emotional when no one cares for them!!

Perhaps there is no need for rooting out the vengeful vigilantes. There were many if not 100+ of them. The group of peers has already handed out their verdict of outrage against a violation of social norms.

"You do not rob or shoot anyone at this market!!"

The sorry thing is that at least half of the people beating the thief to death with glee would happily steal from others including their friends if they have half a chance.

There does seem like a little enjoyment was had by all, maybe they shouldn't ban cock fighting. I guess when you start shooting all bets are off.
