5th floor fire breaks out at Sihanoukville guest house

A fire broke out on the fifth floor of an apartment block/guesthouse in Sihanoukville last night. I don't recognize it. Any guesses ?

Fortunately the fire was put out before it spread and no one was hurt, but with all the huge buildings going up in Sihanoukville now, it's just a matter of time before something nasty happens.
Before the recent building boom, most places were 2,3 or 4 stories high, so in case of a fire, at worst you could imagine leaping on to the heap of rubbish under your window and a few broken bones.
Now the buildings are too high and they are collecting the rubbish. :?

new buildings, seen a few, not in sihanoukville, noted more the thin, to my view, size of the vertical and horizontal concrete pillars on tall multi-story buildings, sure i dont know enough about this to be quoted, but i had assumed they were Chinese build to the same specification as all the buildings that collapsed in the great https://en.wikipedia.org/wiki/2008_Sichuan_earthquake
