they are legal here alright. but online gambling or working for casinos is illegal for Chinese nationals wherever it happens.
notice the round ups of workers around 150 a week or so being deported to China?
hint- not all are voip scammers

I believe what you say about the Chinese law is correct, however no Chinese nationals working in licensed Casinos here have been arrested for breaking the law you've described.

It may be as simple as the Chinese Government blocking the online gambling sites. I guess the 'dark web' might prove problematic.

The staff working in the online casinos here in Sihanoukville are a mix of Chinese, Khmer and Indonesian. You can visit a few and online gambling is being conducted on the main casino floor amoungst the tourists playing. Its not all upstairs out of view.

When the staff from upstairs come to relax in the main casino area they certainly bet big. Possibly bonus money.

Another large group of Chinese workers at the Casino are the 'rolling' staff. They seem to work for Chinese companies that organise gamblers trips. They provide casino chips and cash rebates on gambling arround 1-2 %. They may also offer credit but l stand corrected on that.
I believe the rebate in Sihanoukville is higher than many
other places. The 'rolling' staff are Chinese or Chinese language speaking Khmer. You would think there is a fair chunk of Chinese money being moved about by these people which may draw the attention of the Chinese Government.

Sihanoukville is very much a 'blue fence' city at present. Miles of blue fences in every direction. Behind each the same thing- casino under construction ( plus the odd new KTV).

Is it a practice for some casino staff to use company money to gamble, ie, play at an empty table to attract paying customers ?
Could explain low paid casino workers with lots of cash to lose ?

correct! so what happens is the Chinese gov ID's the perp, revoke their passport, and informs Cambodian immigration police who round them up for illegal stay. no valid passport= no valid visa.

Are we thinking too short-term right now?

China and the Chinese will build here (two distinct groups). China needs the Chinese to build a Chinese-friendly area. So, China allows the Chinese to build in SHK.

The Khmer watch and bank the money. I think there will be a clean up some years time, say, 3-5 years from now, depending on events.

China will usually allow business to flourish, then if and when it gets out of hand, clamp down on whoever is still reaching into the honey pot at the time.

The Art of War illustrates this point. The general only executes one of a hundred concubines (the best looking one, too) when there is disorder in the ranks. The rest fall in line when they realize they are next if they continue bad behavior.

Kind of textbook by now, isn't it?

A Buffalo grazing in a small area of a flood plane being back filled for development... this area sees over 1m deep of water in the rainy season...the area where the buffalo is actually roped of for now! This photo does not do show how big an area is being back filled..its huge....

Most of the lands behind the beaches are flood planes. Sihanoukville is built on wetlands between hills and the sea. I'm not an engineer, but its not difficult to work out that filling in the flood planes with concrete is going to cause future problems for the evacuation of rain water.
Also, most local/small houses in town are built at ground level and not raised on stilts to allow for flooding like they are in the countryside.
Shit happens, right ? :(
