Cambodia's 'development' seems, like everything here, 'top down'. That even seems to be manifesting itself in a strange way, at street level. The buildings are certainly getting taller, which seems like development, but then on the sidewalks, nothing has actually changed at all. You still can't walk more than about 15 metres in any direction without having to negotiate myriad obstacles and dangers; the traffic lights still have vehicles creeping from every direction and each and every shiny new vehicle is interspersed by people impoverished to the level of desperation.

Phnom Penh – Chinese-invested Sihanoukville Special Economic Zone (SSEZ) is a model for the development of Special Economic Zones in Cambodia, Cambodian Deputy Prime Minister Hor Namhong told Xinhua in an interview on Thursday.
“I think this special economic zone is a model for the special economic zones in Cambodia because it has many factories, 161 factories, creating jobs for more than 20,000 Cambodian workers,” Namhong said after a visit to the SSEZ.
“This special economic zone has good features such as canteens for workers, places to train various skills for workers, and dormitories for workers,” he said.
The deputy prime minister said the SSEZ also has a single window office for communication between companies in the industrial zone and the customs and tax offices.
"For this special economic zone, I can consider it as the biological child of the Royal Government of Cambodia and the Chinese Government," he said.
Established in 2008, the 1,113-hectare SSEZ is situated about 13 km from the Sihanoukville Autonomous Port in southwestern Cambodia's Preah Sihanouk province.
According to a Council for the Development of Cambodia (CDC)'s report, the SSEZ exported products worth 372 million U.S. dollars in 2018, up 68 percent compared to a year earlier.
The report said the SSEZ has housed more than 160 factories with the registered investment capital of about 918 million U.S. dollars, creating 22,495 jobs.
It added that those factories produce textiles, shoes, travel goods, electronic products, electrical accessories, tires, car parts, furniture, office equipment and supplies, and sports equipment, among others.
The CDC said Cambodia has 45 SEZs with over a dozen being operated as the rest are under construction.

Phnom Penh (FN), Jan. 29 – Cambodian Prime Minister HE praised the progress of the Sihanoukville Special Economic Zone(SSEZ) as Cambodia's exports last year reached 1.5 billion, an increased of 26.5 percent compared to 2019 despite being severely hit by COVID19 outbreak.
In a letter sent to the President of SSEZ on 26 January 2021, Prime Minister HE emphasized that the Royal Government of Cambodia has always recognized the private sector’s necessary and indispensable partner in contributing to the growth of the national economy.
"I welcome and support innovative ideas for more investment that will accelerate the development of the Sihanoukville Special Economic Zone," according to the letter seen by Fresh News on Friday.
Jointly developed and built by Cambodian and Chinese enterprises, SSEZ has always been adhering to the “win-win” concept, improving production and living support facilities and enhancing international service capabilities continuously in order to create a perfect operation environment for enterprises from all over the world with the aim to establish a multi-national development platform for enterprises.
After COVID19 broke out this year, SSEZ took strict prevention and control measures to protect the lives and health of employees and ensure normal operations of enterprises are unaffected in the zone.
SSEZ has built supporting facilities such as a sewage disposal plant, thermal power plant, apartments and walk-up flats, and established a “one-stop” service window, which is composed of the Council for the Development of Cambodia (CDC), Custom and Excise Department, Ministry of Commerce (MOC), Ministry of Labour and Vocational Training and Sihanoukville provincial government to provide smooth handling of formalities and other administrative services for all enterprises in SSEZ.
SSEZ has also established a community health care centre and a training centre to provide medical and training services etc for all enterprises in SSEZ.
