I'd assume she was white, but if she was spotted in Phnom Penh, I'd consider it possible that she was the Khmer-Australian comedian KaKa KH because she dyes her hair blue....Anyway, the weeping woman has now posted on the Khmer Noticeboard and she is white. And why did the person who saw a crying and distraught woman post this on social media instead of asking her if she's alright ? Isn't that the normal thing to do ?

Not old school but maybe not been paying attention. In Cambodia getting your phone out is for taking pictures of, or selfies with, the distressed, the injured or the downright dead - even if mutilated - rather than for summoning help. Seems strange I know, (note the sarcasm!) "but perhaps I am too old school!" ie implying that I would take out my phone to summon help, unlike the new Cambodian "face book generation"
