Most look ridiculous, but I see the purpose.
I don't think it's a realistic alternative to a small free carry-on, but as the weight of those carry-ons is shrinking, (down to 7kg with Air Aisa) it could be a supplement for heavy items like jeans, jumpers and shoes.

I can also see the X-Ray guy marking it for a closer look, and you'll have to unpack your 'jacket' and look like a right weirdo.

I have flown shitty airlines in the US that charged for carry-on baggage as well. (Never flew with them again.)

I suspect so few people are going to such lengths that it makes no difference to the airlines. It might get you an additional 5kg and you can get away with a 7kg free carry-on plus your super nylon padded coat. Maybe you'll save $25.
