This reminds me of a similar occurrence when I was onboard a Royal Australian Navy destroyer escort in the 70's.
Prior to the senior Engineering officer (MEO) onboard being posted to Fleet Headquarters; he sent them an engineering request to modify a certain system to improve the ship's efficiency. Two months later, in his new job at Fleet Headquarters, he ended up having to review the modification request he had previously sent into them for consideration/approval. When queried why he had not approved his own request, he answered: "in this job, you see things differently".
