The snake references the historic Gadsden flag a symbol adopted by the extreme right of late years.

The battle axe with the bound fasces handle is Roman iconography used on American currency last century.
The small sticks (fasces ) symbolise strength through unity- many small weak sticks becoming strong when bound together ( by the fascist authoritarian Party ).
Presumably also adopted by right extremists.

fasces in its oldest meaning represents the jursdiction/law/magistrate. In the 20st century it became a symbol of fasciscm. The comic is ambigous in this point. Both interpretations make sense.
