I'm surprised Ned didn't stand up for himself a little more from the beginning. If you sign a lease and the landlord says "Oh, I don't have to sign it right now," don't hand him the money.

The lesson from this seems to be: don't trust the infamous scammer Jay Whitlow, don't do business with this landlord, and don't rent property to the notorious Ned Kelly. A trifecta of lessons. None of them come out of this unscathed.

I only met Ned once or twice, seemed like a nice guy, smart (but not in this case, unfortunately, but then very smart people do stupid stuff occasionally)) I definitely would take his side over the illiterati guy's.
In my experience, the guys like the con artist here, who shout about having you deported/cancelling your visa/having some dangerous guy visit you fall apart when the police get involved.
And Khmers get justifiably upset with precocious expats who think they can manipulate the system.

That landlord is indeed a scammer. I tried to help someone conned by him in 2013. Not surprised he's still at it. Promises anything you want and more, won't put anything in writing, doesn't deliver, keeps the cash when you've no choice but to walk away.

Did Ned put "live punk rock music venue" is writing?
If a landlord refuses to put something essential in writing, don't sign the lease and don't hand over the money. Once the lease is signed, there are no oral agreements.
