Preah Sihanouk Province - The rescue operation for flood victims in homes or businesses in Sihanoukville is being carried out by the relevant authorities.
On the afternoon of August 9, 2019, Lieutenant Colonel Nou Sam Ol, Deputy Commander of the Deputy Military Operations of Sihanoukville, led forces to assist the people affected by the flooding. According to police officials, besides the inner city, the rescue forces also went to Prey Nop district (Special Economic Zone, Trapeang Kea village and Kampong Seila district).

Yeah right. It has never flooded in Sihanoukville before... Have you checked the amounts it's been raining in last 7 days or so? I think it would be a great idea to just let the place flood for a few months. Make it as uncomfortable as possible and watch the exodus of 50,000 of our northern neighbors. There will be another 50,000 flying in with lots of cash soon, no worries.

My GF family's house has never flooded before, they have lived there for over 20 years; now it is full to the first floor. Their motos and fridge are submerged and some of the neighbors swept away, presumed dead.Yeah right. It has never flooded in Sihanoukville before
Luckily, she lives in PP.
The creeks are choked with an unprecedented amount of building rubbish, and the lakes and low spots have been filled in.
As to Kampot, the ( unannounced ) Chinese hydro Dam releases have been responsible for floods in the past 2 years.
You would know these things if you had lived in either place.

I'm curious, does anyone have rainfall records? Can we compare to other wet seasons? I suspect we could and perhaps could infer that more concrete + more people, with insubstantial drainage, may create a problem?

Yes, but both places have flooded for years. EDIT: Of course the filling the land in SHK has some effect but it's not just the Chinese as you put it. Unless you are one of those guys who thinks there is no climate change happening. And as said, never rained to this extent as it has now.

Never to this extent. There are reasons for that outlined above.
Glad you agree with me. Of course the out of control development is wholly Chinese.
Climate change is proven fact backed up by voluminous scientific data.
