Tell them they need return to cambodia to pick them up
That is actually not true. The truth is that immigration can not deny you entry to Cambodia if you hold a Cambodian passport. Yes, you will be pulled aside and questioned as to why there is no exit stamp, but in the end they have to let you in. I know someone who went through the experience. If there is a good reason why you don't have an exit stamp and departure card then there will not be any issue.

What Thailand will accept is another issue. They will need a letter from the Cambodian embassy authorizing the entry stamp in their existing passport to be moved.
How will they exit thailand without an entry stamp? Problem is cambodian pp can Only be issued in cambodia.
If they are legal migrant workers the hold an la migrant visa valid for 2 years. The visa is Never longer than the valadity of the passport.
Also if legal they hold a 2 year wp. The wp also is tied to the visa. Ur better telling them to go to poi pet, get new passport and exit cambodia and enter thailand. They also need regisyer new passport and get new wp card at the migrant labor office.
I just went thru this with my gf begging of this month.
^This is true.

If they ever want to exit Thailand the legal way and their old passport has expired and they show the old and the new one (the new one being empty) it will not be accepted. A letter from the embassy is the least they need, and that's in case the new passports were given out by the Cambodian embassy in <dit>Bangkok</edit> - which isn't the case.

They probably can 'solve' the problem at the border, but it's going to cost them. Better send their passports to Poi Pet, have them collect it, and have them re-enter Thailand using their new passports.

I think the process in Thailand is same as here. If you have a new british passport and you want to leave Cambodia you take it to immigration and they give you an exit visa, but it takes a few days. So when they get the new passports in Thailand they will take them with the old ones to thai immigration

thailand does not issue exit visas;
if u get a new passport your old ENTRY stamp ( not visa) is placed in the new passport ( do it while u wait) and when u leave your stamped out
